Abstract:
The innovation-permanency perspective of the rules is helpfull to understand the process of evolution of the wage-earning relationship in the public firms since 1978. History matters to analyse the ?making of? of new rules, formal as well as informal, and their embededness in other social rules. We explore first the rules of allocation of labour force (labour market), then the rules of use of labour force (organization and productivity) and last, the rules of reproduction of labour force (social security and welfare). New rules depend on initial rules, which are far more than a simple early context, but are subject to evolution themselves in order to elaborate a new and innovative wage-earning relationship.
