Abstract: Die Nettozahlerländer werden nur dann bereit sein, höhere Summen für den Regionalfonds und den neuen Kohäsionsfonds aufzubringen, wenn die Mittel nicht nur zur Umverteilung, sondern zur Verbesserung der Wachstumsbedingungen in den Empfängerregionen dienen.
