Handelsreformen in Entwicklungsländern: Indiens zwiespältige Erfahrungen seit 1991

Abstract: Nach Jahrzehnten der Isolation und wirtschaftlichen Stagnation nahm die indische Regierung eine makroökonomische Krise im Juli 1991 zum Anlaß für umfangreiche Struktur- und Handelsreformen. Der vorliegende Beitrag gibt einen Überblick über Stand und Auswirkungen der Handelsreformen und kommt zu dem Ergebnis, daß Indien sich zwar auf einem stabilen Wachstumspfad befindet, die Integration in die Weltwirtschaft allerdings noch relativ schleppend verläuft. Die Achillesferse der Handelsreformen stellt der weiterhin hohe Importprotektionismus dar. Um die bislang erreichten Erfolge zu sichern, ist eine weitere Liberalisierungswelle erforderlich, die über die gegenwärtig geplanten Reformmaßnahmen hinausgeht.
