數字化轉型背景下高等教育知識產權管理措施——以越南胡志明市國家大學附屬人文社會科學大學為例

Abstract: 本研究以越南胡志明市國家大學附屬人文社會科學大學為個案，聚焦數位轉型背景下之知識產權管理。採用混合方法：其一，依據既有文獻與前期調查，結合PDCA（計劃–執行–檢查–改進）架構提出管理措施；其二，進行半結構式深度訪談（校內管理幹部，涵蓋科研管理、資訊化、法務與行政部門），以主題分析補強定量結果；其三 ，透過問卷（李克特五點量表）評估各項措施之緊迫性與可行性。研究發現：「計劃」面向得分較高，「檢查」相對薄弱；受訪者一致指出資料分散、商業化機制與激勵不足、檢查流於形式等痛點。據此提出四項措施：強化現況分析與資料治理、促進成果商業化、完善檢查與回饋機制、建置透明之獎勵表彰。研究貢獻在於以PDCA統整策 略並以訪談佐證量化結果，為高校在數位轉型條件下提升知識產權管理之效能提供可操作的路徑。
