Abstract: This document should be of great interest and value to American political scientists. The problems discussed are problems equally characteristic of our own system of government and of the present stage of development of political policy and administrative practice and procedure. Eeaders will indeed be struck by the fact that distinctions between the “parliamentary” or “cabinet” system of government and that labeled “congressional” or “presidential” are for the most part superficial.
