Abstract: I am grateful for two respondents as perceptive as Ian Greener and Nick Timmins. Greener’s response allows me in turn to extend my argument. Timmins’ response challenges my case, allowing me to defend it – while his sharp political ‘nose’ sniffs out trends in policy with which I agree.
