Abstract: The birthday of the Organization of American States is technically that of the ratification of its Charter by the fourteenth member state on December 13, 1951. But perhaps that date was not so much the birthday of the Organization of American States as the date of its coming of age, the date of its realization that the existing organization that had developed over a period of fifty-eight years was no longer equal to the needs of the times.
