Abstract: In one of his first declarations as Secretary-General, Dag Hammarskjöld said that no part of his task was “more challenging than the one which consists in trying to develop all the potentialities of that unique diplomatic instrument which the Charter has created in the institution called the Secretary-General of the U.N.”
