The Secretariat of the United Nations Economic Commission for Europe and European Economic Integration: The First Ten Years

Abstract: Before entering into the substance of our subject it would be useful to define three terms which appear in this article and which bear differing connotations in the writings of political scientists working in the field of international organization. These are: integration, international secretariat, and executive action.
