Abstract: I have the honour on behalf of the Government of the French Republic, in agreement with the Governments of the United States of America and the United Kingdom of Great Britain and Northern Ireland, to draw your attention to the serious situation which has arisen as the result of the unilateral imposition by the Government of the Union of Soviet Socialist Republics of restrictions on transport and communications between the Wester[n] Zones of Occupation in Germany and Berlin. Quite apart from the fact that it is in conflict with the rights of the French, United States and British Governments, this action by the Soviet Government is contrary to its obligations under Article 2 of the Charter of the United Nations and creates a threat to the peace within the meaning of Chapter VII of the Charter.
