Abstract: During its sixth session in April 1949, the International Civil Aviation Organization Council prepared for the third assembly of the organization. Because of the restricted scope of the assembly only inter-governmental organizations were to be invited: United Nations, UNESCO, the International Bank for Reconstruction and Development, ILO, WMO, IMCO, the International Monetary Fund, ITU, UPU and WHO.
