Abstract: The Uruguay Round marks the eighth time since the end of World War II that the member countries of General Agreement on Tariffs and Trade (GATT) have attempted to negotiate a reduction in trade restrictions and protection. Previous rounds of negotiation have had remarkable success in reducing trade protection.
