A Sequential Link Approach to Evaluating Transportation Facility Adjustments*

Abstract: Adjustments in the distribution system, as rapidly and as consistently as they occur, seldom fail to elicit substantial emotional reaction. Linking the production system with the consumption system, the distribution system is extremely pervasive. Small changes have widespread effects. Thorough, objective analysis of these changes is difficult and vulnerable, especially when public hearing procedures provide little time for intensive study.
