Abstract: This paper reviews the Equality of Opportunity framework, developed by Roemer (1998). He makes the distinction between individual’s effort and circumstances beyond an individual’s control for education/income attainment. Applying this methodology allows for measurement of inequality due to circumstances and own effort. The aim of the research is to apply the framework for the Roma people in Europe. This review can be a basis for an empirical study, which would consist of analyzing how much of that inequality is due to circumstances beyond an individual’s control. It is expected that the inequality of opportunity of Roma would be higher in comparison with the majority population.
