Der Stabilitäts- und Wachstumspakt in der Praxis

Abstract: We argue in the present paper that the Stability and Growth Pact and its application can be improved, taking into account the experience gained during the last years. The reform debate should focus on the fundamental economic rationale and the initial orientation of the Pact. It puts more weight on a proper case-by-case assessment based on well-defined common rules than on a rigid application of the 3% deficit reference value defined in the Treaty. However, every divergence from the fiscal rules must be economically and politically justified within the framework of well specified criteria. Thereby the Pact would neither be a "straitjacket" nor would it be arbitrary. Wir argumentieren in diesem Artikel, dass der Stabilitäts- und Wachstumspakt und seine Anwendung auf Basis der in den letzten Jahren gewonnenen Erfahrungen weiterentwickelt werden sollten. Dabei sollte man sich auf die ökonomische Zielsetzung und den ursprünglichen inhaltlichen Kern des Stabilitätspaktes zurückbesinnen. Dieser stellte klar die Einzelfallbetrachtung im Rahmen allgemeiner Regeln in den Mittelpunkt und weniger eine starre Fixierung auf die 3%-Grenze des Maastricht-Vertrages. Jede Abweichung von den Regeln muss aber ökonomisch und politisch im Rahmen von bestimmten Kriterien begründet werden. Ein solcher Pakt wäre weder eine "Zwangsjacke" noch würde er der Beliebigkeit Tür und Tor öffnen.
