Innovation im Staatsauftrag: FuE-Institute Indiens und Chinas im Vergleich

Abstract: The development of innovative enterprises in China and India has been hampered for a long time due to missing linkages between the research and enterprise sector and the predominant role of public research institutes. In order to increase the international competitiveness of enterprises, both countries changed their innovation policy and created incentives for a closer cooperation among actors in the national innovation system (NIS) and supported the set up of new intermediaries. This contribution analyses the adjustment of the two largest national research institutes (CAS and CSIR) to the changes in the economic environment and their contribution to the reorientation of the NIS. Staatliche Forschungsinstitute waren in China und Indien lange Zeit die wichtigsten Träger von FuE. Die Entwicklung innovativer Unternehmen war durch die Trennung zwischen Forschungs- und Unternehmenssektor behindert. Um die internationale Wettbewerbsfähigkeit der Unternehmen zu erhöhen, erfolgte eine Neuausrichtung der Innovationspolitik in beiden Ländern. Die Anreize zur Zusammenarbeit zwischen den Akteuren im Innovationssystem stiegen. Untersucht wird, wie sich die zwei größten staatlichen Forschungsinstitute (CAS und CSIR) an die Veränderungen der ökonomischen Rahmenbedingungen angepasst und welchen Beitrag sie heute im nationalen Innovationssystem leisten.
