Das Nationale Innovationssystem Südkoreas im Paradigmenwechsel

Abstract: Since its inception in 1948, the Republic of Korea has experienced unprecedented economic growth that turned the country into the world's 13th and Asia's 4th largest economy. A far sighted science, technology and innovation policy is credited with sustaining that surge. Much less known however is that Korea has largely shed the remnants of the catch-up paradigm, premised on imitation, and is about to emerge as one of the world's truly innovative countries. The article traces the evolution of Korea's national innovation system (NIS) over the past four decades, presents its strengths and weaknesses and provides a glimpse on possible future developments. On the whole the paradigm change from imitation to innovation in Korea's national innovation system presents Germany and other highly industrialized countries with numerous opportunities in the areas of science and educational cooperation. Die Republik Korea hat seit ihrer Gründung 1948 einen rasanten wirtschaftlichen Aufschwung vollzogen. Gemessen am Bruttoinlandsprodukt ist sie weltweit die Nr. 13 und in Asien die viertgrößte Volkswirtschaft. Eine umsichtige staatliche Forschungs-, Technologie- und Innovationspolitik hatte daran entscheidenden Anteil. Korea hat das Paradigma der Imitation im Aufholwettbewerb inzwischen weitgehend hinter sich gelassen und schickt sich an, im Konzert der wirklich innovativen Länder eine entscheidende Rolle zu spielen. Dieser Beitrag zeichnet die Entwicklung des Nationalen Innovationssystems (NIS) Koreas in den letzen 40 Jahren nach, zeigt seine Stärken und Schwächen und schließt mit einem Ausblick auf die weitere Entwicklung. Für Deutschland und andere führende Industrieländer entstehen mit dem Paradigmenwechsel im Nationalen Innovationssystem Koreas, der mit einer Öffnung nach außen verbunden ist, neue Chancen zur Zusammenarbeit im Bereich Wissenschaft und Bildung.
