Sozialpartnerschaft. Probleme und Möglichkeiten ihrer Vitalisierung für Transformationsaufgaben

Abstract: Social partnership in Germany is often appreciated. The partial fact-oriented cooperation in collective bargaining rounds and in committees of social security is undoubtedly beneficial. Local expertise is included. Transaction costs will be reduced. However, in order to deal with longer-term economic, social and ecological challenges, players from employers’ associations and trade unions only came together very selectively in a few crisis phases. Rather unambitious compromises of wage restraint and partial job security have been reached. Power inbalances and declining control capability reduce potential cooperation results, as does the lack of a substantial project. The current shortage of labour, which can have significant negative effects on economic welfare given the current major challenges caused by the energy turnaround, infrastructural upgrading and digitalization, could be an occasion for a vitalization of social partnership. Sozialpartnerschaft in Deutschland wird oft gewürdigt. Das partielle sachorientierte Zusammenwirken in Tarifrunden und Ausschüssen der Sozialversicherungen ist zweifellos nutzbringend. Kompetenz vor Ort wird berücksichtigt. Transaktionskosten werden gemindert. Für eine Bewältigung längerfristiger wirtschaftlicher, sozialer und ökologischer Herausforderungen sind Akteure von Arbeitgeberverbänden und Gewerkschaften jedoch nur sehr punktuell in wenigen Krisenphasen zusammengekommen. Dabei wurden eher gering ambitionierte Kompromisse von Lohnzurückhaltung und teilweiser Beschäftigungssicherung vereinbart. Machtungleichgewichte und abnehmende Steuerungsfähigkeit mindern potentielle Kooperationsergebnisse ebenso wie das Fehlen eines substanziellen Projektes. Der aktuelle Arbeitskräftemangel, der ökonomische Wohlfahrt im Zuge der aktuellen großen Herausforderungen durch Energiewende, Infrastrukturertüchtigung und Digitalisierung stark beeinträchtigen kann, könnte Anlass für eine Vitalisierung von Sozialpartnerschaft sein.
