Mittelstandsförderung: Wissenstransfer stärkt Innovationen

Abstract: The innovation policy for small and medium-sized enterprises (SMEs) is aimed, in particular, at knowledge transfer for the benefit of the small and medium-sized enterprises being supported, firstly by promoting R & D projects with several partners and secondly by promoting innovation networks. The objective is to facilitate the flow of knowledge in small and medium-sized enterprises and strengthen their innovation activities. In order to obtain a picture of the scope of knowledge sharing, the present study examines to what extent knowledge is transferred from companies, universities, or research institutions to assist the small and medium-sized enterprises supported, what role is played here by participation in the innovation networks promoted, and whether small and medium-sized enterprises cooperating are any more innovative than others. The study shows that most small and medium-sized enterprises supported implement a comprehensive system of knowledge transfer with companies, universities, and research institutions. Normally, small and medium-sized enterprises involved with knowledge transfer are more innovative than others. The German government's innovation policy targeted at small and medium-sized enterprises is a step in the right direction. Against this background a non-directional lump-sum funding of R & D seems to be less effective. Die Innovationspolitik für den Mittelstand ist insbesondere auf den Wissenstransfer zugunsten der geförderten kleinen und mittleren Unternehmen ausgerichtet, einmal durch die Förderung von Projekten mit mehreren Partnern, zum anderen durch die Förderung von Netzwerken. Damit soll der Wissensfluss in kleinen und mittleren Unternehmen erleichtert und deren Innovationsaktivitäten gestärkt werden. Dieser Bericht untersucht, in welchem Umfang Wissenstransfer von Unternehmen, von Hochschulen oder von Forschungseinrichtungen zugunsten der geförderten kleinen und mittleren Unternehmen stattfindet, welche Rolle dabei die Teilnahme an geförderten Innovationsnetzwerken spielt und ob kooperierende kleine und mittlere Unternehmen innovativer sind als andere. Die Untersuchung zeigt, dass die meisten geförderten kleinen und mittleren Unternehmen einen breiten Wissenstransfer mit Unternehmen, Hochschulen und Forschungseinrichtungen durchführen. In der Regel sind kleine und mittlere Unternehmen mit Wissenstransfer innovativer als andere. Die mittelstandsorientierte Innovationspolitik der Bundesregierung weist damit in die richtige Richtung. Eine ungerichtete Pauschalförderung von FuE scheint vor dem Hintergrund dieser Befunde weniger erfolgreich zu sein.
