Worldwide converging developments in distance education

Abstract: Worldwide, the availability of high tech learning support will grow very fast. At the same time, billons of people will have access only to elementary electronic learning support, if at any at all. Consequently, parallel to the exploration of high-tech learning support, the development, distribution and deployment of low-tech devices are necessary in order to deliver basic quality higher education in emerging countries to many students.
