Comparing alternative strategies for achieving thermal comfort in pensioners' homes

Abstract: A survey of 14 South London flats for pensioners revealed the dangerously cold conditions in which they lived during winter. A method of assessing improvements to the building fabric and heating system is proposed. Its stages are: (i) set a temperature standard and expenditure targets, (ii) calculate the cost of each measure on a life-cycle costing basis, and (iii) choose the most economic combination of measures that will achieve the targets set in (i). The results of an assessment of these flats showed that the installation of central heating was a desirable component of any solution.
