Abstract: The rapid growth in residential Battery Energy Storage (BES), driven by the increasing adoption of renewable energy and supportive government incentives, has led to the emergence of shared BES in residential communities. Although shared BES offers significant cost efficiency and enhanced electricity utilization, it presents challenges in ensuring fair access and benefit among users. This paper proposes a strategy that enables fair access and benefit guaranteed BES sharing within residential communities. The core of this strategy is a threshold-based control policy that dynamically adjusts charging and discharging thresholds based on historical data, thereby ensuring both fair access and benefits. A two-stage stochastic program is adopted to determine these thresholds, which can be repeatedly updated to reflect changes in electricity demand and solar power generation patterns. Comprehensive numerical experiments conducted on data collected from a residential community in Texas demonstrate that the proposed approach ensures equitable access to shared BES and guarantees the benefit of using BES to meet electricity demand by responding to fluctuating prices and intermittent renewable generation. Moreover, the proposed strategy demonstrated its generalizability by effectively adapting to diverse settings. This study provides a method for guaranteeing the fair access and benefit of shared electricity, thus contributing to sustainable operations of shared BES.
