Abstract:
This paper concerns the structural developments and the direction of technological change of the energy innovation system, based on the studies of Kuhn's model of scientific change and Schumpeter's model of technological change. The paper uses the case study of Thai government agencies for understanding the way governments can facilitate technological innovation. The analyses are based on a pre-foresight exercise to examine the potential of the bio-based energy and investigate a set of development policies necessary for the direction of energy system development. The results have shown that bio-based energy is seen as the next new wave for future businesses and one of the solutions to the problem of high oil prices to improve the world's economic security and sustainable development.
