Inference on learning upon repeated compliance issues

Abstract:
For public safety and policy, it is crucial to understand the extent of organizational learning upon repeated compliance issues. We demonstrate a novel application of a recurrent event survival analysis framework to infer the extent of firm learning from the inter-event time between repeated compliance issues.
