Abstract:
Changes in economic circumstances and in institutional arrangements in residential natural gas markets between 1960 and 1984 are reviewed. Changes that occurred in fuel choices, energy prices, natural gas expenditures, and energy legislation are examined. Particular responses of Northeast consumers and their elected representatives to the change in circumstances are noted. It appears that public and economic choices were exercised and pursued in response to changes in conditions during the period.
