Abstract:
This paper summarizes the status of key Issues facing the US Nuclear Regulatory Commission in its consideration of licensing the Modular High-Temperature Gas-Cooled Reactor (MHTGR). It outlines some of the major arguments relating to the need for containment, prototype testing, and offsite emergency planning. It also addresses the MHTGR concept in terms of Agency policy and practice with respect to defense-in-depth, standardization and security against sabotage. The paper was presented at the Tenth Annual International Conference on the HTGR in San Diego, California on September 19, 1988.
