Vietnam's maritime disputes: Hydrocarbon resource potential and possible solutions

Abstract:
As the Cambodian issue moves towards resolution, the conflict potential in Southeast Asia is moving seaward. Vietnam plays a significant role in the political affairs of the region and is the common factor in and the key to the resolution of many of the region's maritime disputes. With extension of jurisdiction, Vietnam's maritime claims conflict with those of China, the Philippines, Indonesia, Malaysia, Thailand, and Cambodia. Many of these overlapping areas contain hydrocarbon resources that Vietnam needs for its faltering economy. This paper describes Vietnam's overlapping claims and the associated resource potential in the context of international relations and suggests some options for their resolution.
