Free rider estimation: Refining the use of surveys

Abstract:
The accurate measurement of free ridership is a significant issue for evaluators and program managers of demand-side management programs. The use of survey questionnaires will continue to be a cost-effective, although limited, approach in determining the level of free ridership. The use of innovative questionnaire designs and questions will enable researchers to reduce the level of uncertainty regarding free ridership. We examine the issue of free ridership through the use of multiple questions and through sectoral analysis.
