Energy service company investments in energy-efficient lighting in Hungary

Abstract: Severe shortages of capital impose severe restraints on the implementation of cost-effective efficient lighting technologies in Eastern Europe. The article examines whether third-party finance provided by energy-service companies can help improve energy efficiency in lighting by providing the necessary capital and technical expertise. Twenty third-party-financed projects for street lighting efficiency improvements have already been undertaken in Hungary. The capabilities of existing and potential lighting energy service companies are examined. The potential role of other actors in the development of third-party finance for lighting efficiency in Hungary is also discussed. Those actors include banks, the European Community, and Western energy service companies.
