Energy efficiency and energy savings

Abstract: Technical energy conservation, in which energy is saved by producing the same goods and services at higher efficiency, is contrasted with energy savings produced by shifting end uses from more to less energy intensive activities. It is shown that the former is considerably more effective in saving energy. The general theory is confirmed by the use of concrete examples.
