Measurement and evaluation of energy efficiency programs: California and South Korea

Abstract: One of the key challenges for countries facing electric utility restructuring is to ensure that key public goods, such as energy efficiency programs, do not lose support but are maintained and enhanced via regulatory policy and government action. Moreover, an infrastructure and process also needs to be designed and implemented for conducting the measurement and evaluation of energy efficiency programs. This paper describes the experiences of California and the Republic of Korea (Korea) in addressing these issues. These case studies confirm that the active involvement of regulatory bodies is needed to ensure that energy efficiency investments continue. The case studies also show that the development of an infrastructure and process for conducting rigorous measurement and evaluation takes time and needs the active participation of many stakeholders.
