U.S. energy conservation policy and the cities—an opportunity

Abstract: It is demonstrated that a need exists to establish special federal energy-conservation programs dealing directly with the major urban centers of the country if the major objective of Carter's National Energy Plan of reducing the annual growth rate of energy consumption to 2% or less is to be met.
