Abstract: The paper states the rationale behind the Philippines' Five-Year Energy Program; its underlying philosophy which is to provide the consumer with cost-effective energy alternatives that are essential to the economic, social and political progress of the nation; the basic policy objectives as well as the concrete plans of action and quantitative goals of each sector.
