Abstract:
Discussions on incentives policy for liquid fuels from coal and biomass produced general agreement on: the need to carefully define objectives of such fuel production; the importance of a favorable ratio between energy output and input; the difficulties in using food and feed to make fuel; and the prospect that government incentives for making fuel from these sources will diminish, at least in the near term.
