Rational and effective use of energy in Korea's industrialization

Abstract:
This paper reviews the rapidity and flexibility with which the Korean economy achieved three energy transitions—from wood to coal, from coal to oil, and from oil to a mix of imported fuels, accompanied by conservation measures which, between 1961 and 1979, reduced considerably the energy required for given levels of a growing and deepening industrial structure. This energy policy goal of optimal fuel mixes and energy conservation is fundamentally important for the future progress of Korean society in the 1980s. Three energy transitions and energy conservation have been effectively achieved by a set of policy packages which included pricing policies, regulations and legislation, fiscal and financial incentives, and institutional reforms.
