Potential regional economic losses due to the long-range transport of airborne residuals

Abstract: Recent research verifying the phenomenon of long-range transport of airborne residuals suggests a variety of potential damages to a recipient region from point sources far removed. One type of loss to such a recipient region not previously investigated is the potential forgone economic growth from premature violation of National Ambient Air Quality Standards (NAAQS). The purpose of this paper is to report the results of research on potential forgone economic growth in the Columbus Standard Metropolitan Statistical Area (SMSA) due to premature ambient air quality violations from out-of-area sources. We provide estimates of potential losses to the SMSA associated with several different alternative scenarios of growth in electric generating capacity and air quality policies in the Ohio River Basin area and the consequent impact for each case on ambient air quality in the Columbus SMSA. Our results suggest significant losses in forgone economic growth to the SMSA under a wide variety of potential scenarios.
