Abstract:
The Transportation Research Board Conference of 1980 examined the transportation responses and the effects of policies during the energy supply disruptions of the 1970s. Build-up of the Strategic Petroleum Reserve was strongly recommended, as was involvement of oil industry personnel in future crisis management. Primary reliance on local and private-sector transportation decisionmaking was also advocated and should be encouraged, where possible, by relaxation of regulations. Gasoline coupon rationing was not seen as a feasible option.
