Reducing vulnerability to oil shortages

Abstract: It is vitally important that government agencies and industry not be misled by the current petroleum surplus. Short-term fluctuation in supply and demand can induce a false sense of security. In California the Energy Commission and other agencies are continuing preparations to reduce the impact of future fuel shortages. The current efforts include state level contingency planning and shortage contingency plans prepared by local government. In addition, the California Energy Commission is sponsoring research and development work to increase the efficiency of transportation vehicles and facilities. The Commission also is engaged in development projects to stimulate the production and use of alcohol fuels. By continuing emergency planning, sponsoring research and development to improve transportation system efficiencies, and by promoting alternative fuels, we hope to reduce vulnerability to fuel supply disruption.
