Smokestacks, stagnation episodes, and the regional economic impact of pollution standards

Abstract: An empirical model is developed to investigate the role of energy availability and the short run impact of environmental regulations on the level and composition of output and of demand for labor. For a given structure of technology, the model yields the optimum order in which industries should be shut down during an air-pollution episode. The short run policy options relating the tradeoffs between industry and pollution control standards are given, and simulation results are presented.
