Abstract: Increasing attention is being directed towards smaller and medium-sized enterprises in many countries as a means of reviving the industrial base. In this paper the authors argue that implementation of such an industry policy calls for fundamental changes and developments in attitudes and institutions, and in particular revised approaches to the training of people to help themselves.
