Europe 1990 An agenda for action

Abstract: European technological and economic progress is being materially hampered by our slowness in implementing Article 2 of the Treaty of Rome. Dr. Dekker proposes a specific five year plan of action embracing trade facilitation, VAT reform standardisation and Government procurement especially in telecommunications.
