Would temporary protection help restructure IT in Europe?

Abstract:
France Mariotti does not think protection can be of benefit to the information technology industry in Europe. It would go against the trend to globalise business, as Hewlett-Packard is doing, and drive up prices for the consumer. The alternative is an industrial policy on IT concentrating on investment, compatible standards, innovation, financial support and education.
