The need for strategic planning in the public and nonprofit sector

Abstract:
The theme of this article is change and how it will affect public and nonprofit agencies. Roger Kemp examines the many changes occurring in society -- political, demographic, urban, technological and economic. He argues that traditional planning practices should be urgently replaced by long-range strategic planning which is pro-active and community-oriented, involves multiple issues, is non-hierarchical and consensus-seeking. Although focussed on the US, the principles are common to the Western World.
