Occupationally-stratified training strategies in Vietnamese machine manufacturing industry: Implication for general skills training in TVET

Abstract:
There are growing claims that skills mismatch is increasing in Vietnam. Previous studies recommend employer training initiatives to reduce it. However, research has found that firms are allocating more training resources for professional workers. In particular, they tend to provide more training on general skills for professional occupations, while training for intermediate and elementary occupations focuses on specific skills. This has led to the separation of professional and intermediate worker career progression paths by a ‘glass ceiling’. To achieve inclusive skills development, TVET institutions should enhance training in general skills and improve the learning abilities of their students in Vietnam.
