Abstract:
•Over two decades, the Partnership for Educational Revitalization in the Americas (PREAL) worked to improve education policy in Latin America.•PREAL was based in Washington D.C. but staffed by professionals working in their own countries.•PREAL developed a diverse program of data gathering, policy analysis, debate, and outreach.•PREAL became visible, credible, and generated increased attention to education policy, and more emphasis on learning and equity.•A key lesson is that, in Latin America, politics is a major impediment to education reform.
