Inequalities in Presence of a School Funding Formula: The 15-year Free Education Program in Thailand

Abstract: This paper examines the capacity of the “15-year Free Education program” (FEP) funding formula in Thailand at reducing inequalities in resource allocation across primary and secondary schools and at narrowing learning outcomes inequalities. The analysis uses data from an education sector survey carried out in 2015-2016 covering 240 public schools, 2463 teachers and 2500 households. We find that while the FEP contributes at reducing disparities in resources per student across schools, the funding formula is not sufficiently progressive and large enough to compensate for local government and private sector contributions, nor to significantly reduce inequalities in learning outcomes across communities.
