Culture, the formation of ingroups, and policing: A response to Holmes and Smith

Abstract: I outline a policy-oriented research agenda in response to Holmes and Smith (this issue). This response focuses on the elements of their argument that are most amenable to policy formation at the organizational level. My response also highlights the nexus between ingroup formation, and the formation and alteration of police organizational culture.
