Is a Fermi-Dirac distribution function for a non-equilibrium electron gas in high crossed electric and magnetic fields possible?

Abstract: We generalize our investigation of the electron distribution function of anelectron gas interacting with phonons and moving in high crossed electric and magnetic fields. We consider the case of a degenerate gas: we look for conditions under which the distribution function is of a Fermi-Dirac type with an electric and magnetic field dependent temperature.
