Abstract: The Metropolis algorithm is modified to obtain the ground state and the low-energy excitations of localized interacting systems. The method is applied to random three-dimensional systems of strongly localized electrons with Coulomb interactions. Energy and dielectric relaxation are studied. The relaxation is rapid initially, but later slows down dramatically. The total relaxation times from different initial states give some idea about the hierarchical structure in the phase space of the system.
