Benefit comprehensive evaluation for pumped storage power station boosting rural revitalization in the surrounding areas in China

Abstract:
Pumped storage power stations'(PSPSs) construction sites are widely concentrated in mountainous rural areas, which brings significant benefits to the areas’ development. China encourages the development of PSPSs, and also supports the development of rural areas driven by PSPSs. Scientifically evaluating the benefits of PSPSs boosting rural revitalization is helpful in timely discovering the deficiencies of PSPSs promoting rural development, and further playing the role of PSPSs in rural revitalization strategy in China. So, this paper proposes methodology to scientifically evaluate the benefits of PSPS boosting rural revitalization: uses context, input, process, product (CIPP) model to construct an evaluation indicator system; combines Fuzzy decision-making trial and evaluation laboratory (Fuzzy-DEMATEL) with analytic network process (ANP) to determine the indicator weights; uses the improved matter-element extension model (IMEM) to comprehensively evaluate the benefit of PSPS boosting rural revitalization in the surrounding areas. The example analysis results show that the benefit levels of 10 PSPSs are: good, relatively good, moderate, moderate, moderate, moderate, relatively good, moderate, relatively good, relatively good; the corresponding grade closeness is: 0.99932, 0.99921, 0.99883, 0.99930, 0.99908, 0.99871, 0.99886, 0.99894, 0.99902, 0.99898. Validity tests prove that the models are scientific and effective. Recommendations for PSPS to promote rural revitalization are presented.
